Amidst the COVID-19 pandemic, which accentuates inequalities, uncovering those left behind becomes an ever-pressing priority. ESCAP offers a methodological tool that estimates the furthest behind (supporting STEP 1 in the LNOB draft operational guide for UNCTs). Using the classification and regression tree (CART) methodology, it is possible to identify the shared circumstances of population groups with the lowest access levels to 16 basic services or opportunities, e.g. access to health care, educational attainment, nutrition, access to clean energy, access to basic water and sanitation.
